The son of Pavel Sokolov-Skalia, the artistic director of the TASS studio, Viktor Pavlovich Sokolov studied at the Moscow Secondary Professional Art School and then at the Moscow State Academic Art Institute named after V. I. Surikov. During World War II, Sokolov was a significant contributor to the TASS studio, for which he designed approximately thirty-four posters between July 1942 and November 1946. In 1942 he collaborated with the M. B. Grekov Studio of Military Artists. He began submitting his work to all-union exhibitions in 1951.
